Team Composition:

The team manager led a dedicated team compromising of 8 full time officers plus an additional London support team who were all actively involved in tackling issues across the borough.

Challenges Overcome:

The team encountered significant resistance and threats from various businesses during the enforcement process. However, adopting an educational approach using the 4 Es (Engage, Explain, Encourage, Enforce) strategy, they established rapport with the community and addressed repeat offenses through the issuance of Fixed Penalty Notices (FPNs).

Key Deliverables:

The primary objectives were to minimise illegal trading activities, ensure the highways remained clear of obstructions, and guarantee public safety. Enforcement actions were taken against offenders to uphold these mandates.

Results Achieved:

The efforts yielded tangible results. Illegal trading activities notably reduced in Camden Town, fostering improved relationships between the community and businesses. Moreover, more ice cream vendors opted to obtain legitimate street trading licenses, adhering to legal requirements, and mitigating health risks associated with unlicensed traders. In 2023, a total of 182 FPNs were issued for illegal street trading, with 111 fines paid, bringing a great investment to the local authority that can be put back into services for the local community.

Conclusion:

The Kingdom LAS team manager successfully addressed the pervasive issue of illegal street trading in Camden Borough. Through collaborative efforts, education, and enforcement strategies, they significantly curtailed unlawful trading practices, enhancing public safety, and fostering a more regulated and compliant trading environment. The team's dedication, despite challenges, led to tangible improvements and compliance within the borough, creating a positive impact on both the community and legitimate businesses.
